YOU WILL NOT RECEIVE A CLEAR TITLE FOR THIS VEHICLE. YOU WILL RECEIVE A VTR-71-1 FORM. "AUCTION SALES RECEIPT FOR ABANDONED VEHICLE SOLD BY A LAW ENFORCEMENT AGENCY". Texas Residents can take the Form to the tax office for a new owner registration/title to be established. OTHER STATES MAY HAVE DIFFERENT REGULATIONS. It is the buyer's responsibility to know the title transfer requirements for their state.The city is not responsible if you cannot title the vehicle in another state and no refund will be issued.
-Paperwork must be picked up Monday-Friday only between 8am and 5pm at 2309 Forest Lane, Garland, TX 75042
-Vehicles are still picked at 1640 Commerce Street, Garland, TX 75040

-This is a Police Impound vehicle. The operating condition of this vehicle and all accessories on the vehicle is UNKNOWN. Some of the vehicles have been in accidents and have damage. The vehicle is being sold AS IS. It is the responsibility of the bidder to inspect this item prior to bidding if desired. If you have questions or concerns about an item, please come inspect it.
Inspection and Viewing will be on Thursday, September 11, 2025 - ONLY - from 12 noon to 3 PM.

***IMPORTANT*** ALL VEHICLES MUST BE REMOVED WITHIN "5 DAYS" OF PAYMENT OTHERWISE YOU WILL LOSE YOUR BID DEPOSIT AND VEHICLE WILL BE RE-LISTED. SORRY BUT NO EXCEPTIONS WILL BE MADE! YOU MAY ALSO BE BLOCKED BY PUBLIC SURPLUS FROM BIDDING ON ALL FUTURE AUCTIONS!
-Winning Bidder has 5 days to pay and if payment is not received Garland can and will mark the buyer in default (forfeiting buyer's bid deposit- if any) and offer the vehicle to the next highest bidder. Defaulted buyers may be blocked by Public Surplus from all future bids.
-Buyer is solely responsible for loading and removing vehicle from lot.
-All License plates will be removed from vehicles before removal from lot. AND NO LICENSE PLATE COMES WITH THE VEHICLE.
-If the listed buyer chooses to send someone else to pick up their purchase, the purchaser must send a signed authorization stating who may pick it up as well as a copy of the buyer's photo ID. (this includes tow companies and wrecker drivers.)

Viewing of auction items is by appointment only.
PayMac, LLC handles all payments for City of Garland. Payments must be received within 5 business days of close of auction. Items over $4,000 must be paid via Wire Transfer.
All sales are final. Public Surplus will notify buyer of receipt of payment via email. Buyer must remove auction item(s) within 5 business days of notification by Public Surplus of receipt of payment. The payment receipt must be presented at the time of pick up or the agency will not release the item to you.
VEHICLES NOT PICKED UP WITHIN 5 DAYS OF PAYMENT WILL BE RE-LISTED, AND BUYER WILL LOSE THEIR DEPOSIT.
Bid Deposits: City of Garland may require a bid deposit to ensure fairness and equity to all buyers as a way to decrease default bidding.
Successful bidder is responsible for all packing and/or shipping costs. City of Garland will pack small items in a padded envelope at no charge. A pre-paid shipping label is acceptable for small items. For shipping arrangements, consider Pak Mail of Garland (972) 487-0260.
Sales tax of 8.25% will be collected for taxable items unless a valid TX sales tax exemption certificate is provided. Exempt Buyers should ask for sales tax to be removed prior to making payment.
Buyers Premium: An 8% Buyer Premium shall be added to the final sale price.
